Sheff Wed Faces Serious Challenges, Says New Football Authority

'Our role is integral to football's future' - newly appointed regulator the new chairman

The Championship club's ongoing struggles are seen as a "major concern" and the new football authority is aiming to acquire authority to look into club affairs in similar circumstances, the newly appointed chairman the official has announced.

Through a comprehensive talk, the chairman, who was appointed on Monday, showed understanding towards supporters of the Owls.

The chairman convened with four fan organizations representing the football team recently.

The team have been facing challenges both on and off the pitch in the current year, with the club delaying salary disbursements on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"Wednesday stands as one of the great brands for the English game and in recent days we have met supporters' organizations.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs referred to us if they require examination and dealt with."

Economic Challenges and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in spring months led to sanctions by the football authorities in mid-year, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although that restriction was lifted in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a regional establishment that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the supporters."

When asked if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an specific team, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," Kogan said.

"But the truth is, when you look back over the history of the sport, over the recent generations there have been particular chairmen, a small minority, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

The chairman convened with representatives from 110 clubs to lay out the remit of the authority recently and stated it constituted a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made could disappear rapidly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we need to continue the progress.

"Substantial financial resources entering the sport and has been invested for the recent generations, because there's no guarantee it will continue to come into football, which is part of the rationale behind I think we have to take a really clear view on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I completely endorse the success and growth as an financial organization of the Premier League.

"Being fully aware of the concern of undermining the top flight as an elite competition of England. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a significant confidence."

Ideological Links

Kogan is still facing a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the opposition group in the past.

The official provided financial support for government minister the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any sort of politics."
